Procedure:
1. Stir the minced meat with finely chopped onion, finely grated carrots
2. Add cooked rice, chopped tomatoes, chopped parsley, minced paprika and mix thoroughly again
3. Put the peppers in a pot, dust with flour, pour a small amount of water, bring to a boil quickly and then simmer on low heat under a lid for about half an hour.
