Cabbage rolls made with paprika and no tomato sauce recipe

Ingredients:
1 pound ground beef
1⁄2 teaspoon onion powder
1 teaspoon salt
1⁄4 teaspoon black pepper
1⁄2 teaspoon garlic powder
1⁄4 teaspoon cumin
1⁄4 teaspoon smoked paprika
1 tablespoon olive oil, divided
1 head cabbage, cored and leaves separated
1 cup cooked rice
1⁄4 cup chopped fresh parsley
Instructions:
In a large bowl, mix together ground beef, onion powder, salt, pepper, garlic powder, cumin, smoked paprika and 1 tablespoon olive oil. To make the cabbage rolls, take a large leaf and place 1⁄4 cup of the beef mixture in the center. Fold the bottom up to cover the beef mixture, then fold in the sides and roll from the bottom up. Secure with a toothpick if needed. Repeat with the remaining leaves and beef mixture. In a large pot or Dutch oven, heat the remaining tablespoon of olive oil over medium heat. Add the cabbage rolls and cook for about 10 minutes, until browned. Add 1 cup of water and bring to a simmer. Cover and cook for about 45 minutes, until the cabbage is tender. Remove the lid and continue cooking for about 10 minutes, until the sauce has thickened. Serve over cooked rice and garnish with chopped parsley
